doesn't necessarily need to be a program, if you view a picture on your comp, you can zoom in which will pixelate the image =)

Well, I dont know anyone.
You can use Microsoft Excel, but you have to pixelate yourself.
Instead of that, you can ask here in the guestbook.
Jut put the link of your photo and ask if someone can do it

i think exactly no program is there, all you have to do is to zoom the image and peep into it.

PhotoPearls is a very good programme for your purposes. It comes with a lot of plastic pearls, though, and they aren't by definition (or for copyright reasons) iron-ons.
